Materials Management Information System for Emergency Preparedness & Strategic National Stockpile (SNS) Support

The Caduceus Materials Management Information System (MMIS) for SNS support is uniquely positioned to address the operational requirements of disaster response, emergency preparedness, and the Strategic National Stockpile (SNS) program. The Caduceus MMIS-SNS is an advanced application software solution for the receipt, movement, distribution, tracking and dispensing of items associated with rapid response to regional disasters and epidemics.

Using a real-time data collection system with bar code technology, the Caduceus MMIS-SNS automates the process of identifying the contents of each push pack container as it is off-loaded from the transport, and positioned in the Distribution Center. From that point, as the event and affected locations are identified, the System will automatically allocate product for distribution based on a set of pre-determined criteria such as: number of affected areas, population, priority level of each location, etc.

Strategic National Stockpile (SNS)

In 1999, the Centers for Disease Control and Prevention (CDC) established the National Pharmaceutical Stockpile (NPS). The purpose was to provide large quantities of essential medical materiel to states and communities during an emergency, and to provide this materiel within twelve hours of a federal decision to deploy.

On March 1, 2003, the NPS became the Strategic National Stockpile (SNS) and is now managed jointly by the Department of Homeland Security (DHS) and the Department of Health and Human Services (HHS). The SNS is a national repository of antibiotics and medical/surgical supplies and products designed to supplement and re-supply state and local jurisdictions in the event of a national emergency at anytime, or anywhere within the U.S. or its territories.

The first supply of products arrives in the form of Push Packages. These Push Packages contain product designed to provide rapid treatment for non-specific threats within the early stages of an event. If additional product is needed, or specific items for a specific type of event are required, these items will arrive in the form of a Vendor Managed Inventory (VMI) shipment.

The SNS program is committed to the delivery of these Push Packages within the stated 12 hour period after the decision to deploy has been made. Once the items are delivered, the products are transferred to the custody of the state, and it then is the responsibility of the state to receive the items, distribute them to the areas that require their use, and dispense them to the public. In order for this to be accomplished in a timely and efficient manner, it is the states' responsibilities to develop systems that will perform these functions accurately and provide the information to the state officials as needed to request additional products and support.

In addition, it is incumbent on the state to document the product, lot number, and expiration date of each item dispensed to each individual within the affected area.

Using a real-time data collection system with bar code technology, the Caduceus MMIS-SNS automates the process of identifying the contents of each push pack container as it is off-loaded from the transport, and positioned in the Distribution Center. From that point, as the event and affected locations are identified, the System will automatically allocate product for distribution based on a set of pre-determined criteria such as: number of affected areas, population, priority level of each location, etc.

Using wireless handheld bar code scanning devices, the System directs the users to specific locations within the Distribution Center, to pick the items needed for shipment to the dispensing sites. As the items are picked, they are scanned, and then placed in transport packs that have been labeled with a bar code license plate, and staged for delivery to the dispensing sites.

As the items are being picked, the System automatically decrements the inventory level, and, if desired, automatically generates a suggested reorder list. The transport packages are then placed in the staging area for transport to the dispensing sites, and a set of packing lists are generated to accompany each set of products. Once the items have been transported to the dispensing sites, the user will simply scan the bar code on each container to receive all of the contents within that container.

Then, depending on the process and physical layout at each dispensing site, patients arriving for treatment will be identified, and all items given to them will be scanned (either from the individual bar codes on the items, or from the enclosed packing slip) to documented each patient and the items they received. Again, if needed, a re-supply process will automatically be initiated and received at the distribution center.

The identification of the patients may be through an interface to a State's Master Patient Index. For patients not in the Master Patient Index, a manual entry of the information will take place.
